The flRender directive just prevents the text from being processed by one of Radio's outline renderers. Further down in getUpstreamText the flRender directive is actually processed from the file and honored. The file is upstreamed as is. Now I'm stumped. I'm not sure if this has always been true; I think not, but cannot remember. I don't see anything in the verb's change notes. It looks like Dave Winer altered Radio to save OPML docs with the XML declaration. That makes browsers happier about downloading it. He also is telling Radio to not render the OPML (which it is want to do by default).
